When a manufacturing company starts talking about digitalization or green transition, the first question is usually “which software should we buy.” A different question needs answering first: will the team handle this in-house, or does it need an outside specialist from the start? Getting this wrong is costly either way. A company that tries to do everything internally lets a transformation project drag on for months under the weight of daily operations. A company that outsources everything ends up with a solution its own team never truly owns, and the project ends on paper without ever running on the shop floor.
This piece lays out the questions worth asking before committing, and the typical trigger points on both the green and digital side.
Why this question is coming up now
Three pressures landed in the same period. The EU’s Carbon Border Adjustment Mechanism (CBAM) entered its definitive phase on 1 January 2026; exporters selling steel, aluminum, cement and similar products into the EU now have to report emissions data. On the Corporate Sustainability Reporting Directive (CSRD) side, the Omnibus package narrowed the scope, but large EU customers haven’t reduced what they ask their suppliers for — we covered this in our CSRD Omnibus piece. The third pressure sits on the digital side: most support programs from KOSGEB and the Ministry of Industry and Technology now require a maturity assessment before an application even goes in.
Read together, these three developments point the same way: the luxury of “we’ll start whenever we feel ready” is shrinking on both the green and digital front, yet neither area is small enough to fit into one person’s — or one department’s — daily workload.
In-house or outside: a decision framework
The decision comes down to three questions:
- Does the knowledge already exist in-house? If someone on the team already tracks the current regulation, methodology, and common pitfalls around an ERP rollout, greenhouse gas calculation, or ISO certification, the work can stay internal. If not, the learning curve multiplies the project timeline.
- Is there time? Even with the right knowledge, if nobody can free up enough hours per week alongside daily operations, the project doesn’t move forward — it just stretches out.
- Does it require independent verification? Some outputs — a CBAM report, a greenhouse gas verification, a KOSGEB maturity report — already have to be signed off by an external, accredited, or authorized third party by law or by program rules. At that point the “should we do this ourselves” question becomes moot — outside sign-off is mandatory.
If two of the three questions come back “no,” bringing in outside help is usually the choice that reduces delay risk.
Where the green side needs outside expertise
On the green transition side, some steps can only be carried out by an authorized or accredited third party:
- Greenhouse gas verification: CBAM reporting and voluntary carbon disclosures require an accredited verifier under EU Implementing Regulation 2018/2067. We covered this in our greenhouse gas verification piece.
- ISO certification: Standards such as ISO 14064 (greenhouse gases) and ISO 50001 (energy management) require an audit by an accredited certification body — a step that can’t be substituted in-house.
- Carbon footprint calculation methodology: Scope 1-2-3 calculations rely on the GHG Protocol framework. Getting the first calculation built on the right methodology matters for year-over-year comparability; a model set up incorrectly the first time creates a baseline that’s hard to correct later.
Everything outside these — data collection, energy consumption records, supplier surveys — can usually stay in-house; outside help there is more about providing method and templates.
Where the digital side needs outside expertise
On the digital side the requirement is less strict, but the practical threshold is similar. Three situations where outside support usually pays for itself:
- ERP selection and integration: Replacing a wrongly chosen ERP costs far more than the right advisory work would have. We laid out selection criteria in our ERP selection piece.
- Data migration and cleanup: Duplicate records, inconsistent stock codes, and gaps in historical data in existing systems take far longer than expected for a team without migration experience.
- Machine data collection (M2M/IoT): Which protocol shop-floor equipment should speak, and which data actually matters, tends to become a trial-and-error process for a team without prior deployment experience.
By contrast, day-to-day use, defining reporting needs, and user training are usually best handled in-house — because the person who runs a process every day understands it best.
The consultant requirement in KOSGEB programs
In some support programs, outside expert involvement isn’t optional — it’s an application requirement. KOSGEB’s SME Digital Transformation Support Program is a clear example: before applying, a company needs a digital maturity assessment report, prepared using the DDX or SIRI method by a consultant authorized by TÜBİTAK TÜSSİDE, MESS MEXT, or the İHKİB Digital Transformation Center. The report identifies the company’s current digitalization level and priority investment areas; applications are expected within a set window from the report’s approval date. Program scope, support ceilings, and application calendars are updated periodically, so it’s worth checking the current guideline on kosgeb.gov.tr before applying.
Consultant selection for this type of program isn’t arbitrary — the consultant has to be on the authorized list. Working with a properly authorized consultant affects both whether the application is accepted and whether the report actually turns into a usable roadmap.
One partner or several: the twin transition framework

Cost depends on project scope and is usually given as a range; a specific figure only comes after a short discovery conversation. The cost of fixing a wrongly chosen ERP, or a poorly prepared CBAM report, after the fact is usually higher than the advisory work it would have taken to get it right the first time.
Should the green and digital sides go to the same vendor?
Not necessarily, but if the underlying data backbone is shared (production volume, energy consumption, raw material data), coordinating under one roof avoids collecting the same data twice.
